At sea level an aircraft must exceed 741 mph to break the sound barrier. As the plane outruns the pressure forming forward of the wings, the sound waves in front of the aircraft can be heard on the ground as an explosion or a sonic boom. The pressure change condenses the water in the air as the Cessna passes through these waves.
